The great disappointment for the Serie B escaped in 88-89 had not been digested by the Spezia football environment; the team was not assured the necessary reinforcements and so, after a few championships concluded in mid-table: the problems and risks of relegation began again. The 1992-93 season was very critical with the relegation avoided only thanks to the disastrous season of AC Siena and Carpi, which occupied the last two positions in the standings, and the radiation of the Arezzo Football Association. It didn’t go better in 1993-94: the Aquilotti were defeated in the play-out from Massese. Also, that time by luck Spezia remained in Serie C1 thanks to a repechage.
After the good championship of 1994-95, in the 1995-96 season Spezia was again forced to play out to obtain salvation: that time won at the expense of Pro Sesto. However, in 1996-97 after a disastrous season Spezia came in last in the standings and the relegation was inevitable.
To the president Blengino succeeded Polotti, and arrived the ex-captain Sergio Borgo that managed to organize a good team to face Serie C2. The fans were challenged after so many years of disappointing championships, but the new team could win with time the sympathy of the public and got an unexpected fifth-place that allowed to access to the play-off. In the semifinals, Spezia eliminated the favorite Rimini thanks to a goal scored in extra time, but in the final surrendered to Arezzo of Serse Cosmi. Even in the following season (1998-99), accompanied by problems of public order on the occasion of some games, Spezia placed again in fifth place, but was beated in the semifinals, in the minutes of recovery, by Albinoleffe.
The team prepared for the 1999-2000 championship by the new Milanese owners, Rocci, Trevisan, Viganò, and Zanoli, was of the highest order: the fan-favorite Roberto Chiappara returned, and Bordin, Coti, Melucci, De Vincenzo and Carlet were purchased. Andrea Mandorlini was chosen to be the new coach, and brought with him a philosophy of play devoted to attacking. The only dangerous team seemed to be Alexandria, but in the end the march of the Aquilotti became a triumphant ride: the championship was won with 76 points and no defeat, an absolute record for the category. The leaders were Zaniolo and Carlet with 13 goals each. At the end of the season, the team was defeated 4-1 in a friendly match against AC Milan, the outgoing Italian Champions.
